The purpose of the Local Assurance Framework is to set out how Hampshire and the Solent Combined County Authority (HSCCA) will be transparent, accountable, and effective in its use of devolved powers and funding across the region. The framework supports the delivery of strategic priorities and statutory duties under the English Devolution and Community Empowerment Act 2026.
This Assurance Framework is a guideline for HSCCA Board Members, Officers, Local Authority partners, businesses, and residents. It explains the systems and processes that the Authority will follow to make sure public money is spent properly, legally, and according to best practice.

The framework shows that there are strong procedures to manage investment programmes well,
and that funds are used legally, honestly, and efficiently, providing best value for money while achieving intended outcomes.
This framework applies to all new decisions, approvals, funding requests, and project delivery:
- The roles and responsibilities of the Combined County Authority Board and other decision making and delivery structures
- The key processes to ensure accountability, fairness, transparency, legal compliance, and
value for money - How the CCA will engage with the public; the business, public, voluntary and third sector organisations, and other key stakeholders
- How proposed investments/projects will be prioritised, assessed, approved, and delivered
- How the progress and results of these investments/projects will be monitored and evaluated
- How decisions and performance (including project delivery) will be communicated
The Assurance Framework works alongside other key governance and policy documents including but not limited to the English Devolution and Community Empowerment Act, the
Planning and Infrastructure Act 2025, the Railways Bill, the Bus Services Act 2025, the HSCCA Constitution, Financial Regulations, and the HSCCA Performance Framework (once agreed).
