What is the Forward Plan of Key Decisions?

The Register is a published list of the key decisions which are due to be taken by the HSCCA Board or Statutory Officers of the HSCCA.

These decisions must be published on the Register at least 28 clear days before the decision is to be taken, whether in public or private. The Register is updated at least once a month.

What is a Key decision?

A key decision is defined in the HSCCA constitution as a decision which, in the view of the Overview and Scrutiny Committee of the Combined County Authority is likely to:

  1. result in the authority or the Mayor (once elected) incurring significant expenditure, or the making of significant savings, having regard to the Combined County Authority’s budget for the service or function to which the decision relates; or
  2. be significant in terms of its effects on persons living or working in an area comprising two or more wards or electoral divisionsin the area of the Combined County Authority.

When assessing whether or not a decision is a Key Decision, Members must consider all the circumstances of the case. However, a decision which results in a significant amount spent or saved will not generally be considered to be a Key Decision if that amount is less than £1,000,000.

The HSCCA has an Overview & Scrutiny Committee whose role is to contribute to the development of HSCCA’s strategies and policies, to scrutinise decisions of the decision-makers listed above and to consider any matter affecting those who live, work, study or run businesses in Hampshire and the Solent.

Where can I find out more on these proposed decisions?

The report (other than those which contain confidential or exempt information) relating to these decisions will published on the HSCCA’s website five working days before the decision is to be made.
