Working together for Hampshire and the Solent
The Hampshire and the Solent Combined County Authority, known as the HSCCA, gives our region more local decision-making power. The HSCCA is an organisation that formally brings together Leaders of the four upper tier councils (currently Hampshire County Council, Isle of Wight Council, Portsmouth City Council and Southampton City Council) to work together to make important decisions for the whole region. The HSCCA Board will also have other representatives on it. This means that decisions will be made closer to the people who live and work here, by leaders who understand local needs.
The HSCCA will focus on tackling local challenges, encouraging growth, attracting investment, creating jobs and homes, and making sure opportunities are fair for everyone. It will also be responsible for public safety.
From May 2028, HSCCA will be led by a Mayor who is elected for a four-year term. The Mayor will work with council Leaders from the new unitary councils of North Hampshire, Mid Hampshire, South East Hampshire, South West Hampshire, and the Isle of Wight. The Mayor will also represent our region across the country and internationally. Local councils will continue to manage day to day services for their communities.
Role of HSCCA
The role of the HSCCA is to give the region greater control over how it is governed. More decisions will be made locally by people who know and understand the region.
The HSCCA’s main goal is to tackle regional challenges and make the most of opportunities across Hampshire and the Isle of Wight — boosting investment, creating jobs and homes, and reducing inequalities between communities. It will also be responsible for public safety.
